The NDC Tracking and Corresponding Adjustment Tool (NDC-CAT) is an Excel-based tool designed to support Parties in tracking progress made in implementing and achieving their NDCs, accounting under Article 6, and reporting through Biennial Transparency Reports (BTRs) under the Enhanced Transparency Framework (ETF).
It provides a structured, step-by-step approach for integrating NDC information, data on anthropogenic GHG emissions and removals, and records of internationally transferred mitigation outcomes (ITMOs) and corresponding adjustments. By clarifying the relevant calculations, the tool assists Parties in tracking progress toward their NDC targets and evaluating the accounting implications of participating in cooperative approaches under Article 6, thereby enabling informed decision-making regarding NDC implementation and strategic use of Article 6 carbon markets.
The tool guides Parties through a sequential six-step workflow, consolidating data on their NDC target, GHG emissions and removals, and, where applicable, ITMO transactions. Based on these inputs, the tool performs the necessary accounting calculations, including the application of corresponding adjustments.
This webinar marks the official launch of the tool along with a user manual, which will be accessible via the UNEP Copenhagen Climate Centre website.
