Building momentum for 2026 transparency reporting at Baku Climate Week and beyond

A series of high-level and technical events taking place during Baku Climate Week brings together governments, experts and support providers to build political momentum, share practical solutions and help countries advance their transparency reporting.

The events are organized by UN Climate Change, through the #Together4Transparency initiative, UNEP, UNDP, FAO, the Baku Transparency Platform, the Government of Australia and the Capacity-building Initiative for Transparency – Global Support Programme (CBIT-GSP), and are aimed at advancing implementation of the Paris Agreement’s Enhanced Transparency Framework (ETF) and supporting countries in preparing and submitting their second Biennial Transparency Reports (BTRs) in 2026.

Linking transparency and climate action

The programme began on 7 September with a high-level dialogue on transparency, “Stepping Up ETF Implementation”, held during Baku Climate Week.
Lead by the COP29, COP30, and COP31 Presidencies, the dialogue brought together high-level government representatives, support providers, experts and other relevant stakeholders to build political momentum for ETF implementation, strengthen the link between transparency of action and support, and provide a space for support providers to identify gaps and challenges in BTR reporting and opportunities to assist developing countries.

This is followed by the first of two technical workshops, under the theme “The Final Mile: Advancing BTR Preparation for Submission in 2026”, taking place from 8-10 September as part of Baku Climate Week and 22-24 September in Melbourne, Australia. The workshops will provide countries with practical support as they move towards submitting their second BTRs ahead of the 31 December 2026 deadline.

CBIT-GSP, which is implemented by the UNEP and executed by the UNEP Copenhagen Climate Centre, is providing technical expertise and leading technical discussions on greenhouse gas inventories, NDC tracking and adaptation in both workshops.

Connecting solutions to country needs

Together, these collaborative efforts are helping countries accelerate BTR preparation while building an implementation bridge towards COP31, connecting practical solutions and country experiences with the support countries need to advance their transparency efforts. Every country should be able to participate effectively in the ETF, with the capacity, support and confidence needed to meet its reporting commitments.

With the ETF now in full implementation, the first transparency cycle is demonstrating that the framework is working, and that the transparency community is working together towards a clear and shared goal: stronger political commitment, timely BTR submissions, and an ETF that works for all.
