Building Energy Efficiency Expert in Zambia

The part-time Building Energy Efficiency Expert will provide support to the following activities led by the UNEP Copenhagen Climate Centre as part of the DANIDA GPUC project in Zambia:1. Data Collection and Analysis: The consultant will take the lead in collecting energy efficiency-related data at national, regional, and pilot project levels over multiple rounds based

  1. on availability of data. This will facilitate the technical analysis and assessment of building energy efficiency in Zambia, particularly in Lusaka, the pilot city. Specific tasks will include gathering required data as per the UNEP CCC team’s request, providing background information on the current state of building energy efficiency, reviewing policies and regulations relevant to energy audits, and coordinating with key governmental agencies to define steps and timelines for pilot projects.
  2. Stakeholder Engagement and Coordination: The consultant will map key local stakeholders at both national and state levels, conduct a preliminary analysis of their interests and power, and identify main capacity building needs. Establishing contacts with potential local/national donors, financiers, funders, real estate developers, and beneficiaries of building energy efficiency will be essential. The consultant will also coordinate consultations, site visits, and communication with local stakeholders.
  3. Implementation of Pilot Projects: The consultant will support reviewing and gathering feedback from local stakeholders on reports, tools, and training materials developed by the project team. Additionally, the consultant will arrange webinars and workshops to disseminate project results and ensure the effective implementation of pilot building energy efficiency projects in Lusaka.

 

In summary, the consultant is required to:
i. Lead the collection and analysis of data related to building energy efficiency.
ii. Engage and coordinate with key local stakeholders to facilitate project implementation.
iii. Support the implementation of pilot projects through stakeholder feedback and dissemination of project results.
The consultant’s support includes inputs and reviews/feedback on various project documents, ensuring the project’s successful delivery and alignment with the objectives of the DANIDA GPUC project in Zambia.

Qualifications/special skills

A master´s degree or equivalent in engineering, energy and environment studies, or another relevant field is required. Advance degrees (PhD) are desirable.
– Excellent written and verbal communication skills are necessary for preparing reports, proposals, and presentations, as well as for engaging with stakeholders and presenting complex information in a clear and understandable manner.
– Experience in stakeholder engagement and consultation is necessary. The consultant should have the ability to effectively communicate with diverse stakeholders, including government agencies, international organizations, NGOs, and academic institutions, to gather feedback and incorporate diverse perspectives into the project.
– Proven project management skills are essential. The consultant should be capable of managing timelines, and stakeholder relationships to ensure the successful completion of project deliverables. Overall, the consultant should possess a combination of technical expertise, analytical skills, stakeholder engagement abilities, report writing abilities and project management experience relevant to the indicated work to effectively support the project’s objectives.
– Experience in organizing workshops and/or similar events is required.

Languages

Fluency in written and spoken English is required. Knowledge of other local languages is an asset.
