The Ministry of Energy of Mongolia and the UN Environment have been implementing the Green Climate Fund (GCF) support to develop a project “Scaling up implementation of the low carbon district heating system in Mongolia”. The proposed interventions will directly contribute to achieving the targets specified in the INDC, and also align with the recently developed Mongolian Energy Conservation Law and Mongolia Sustainable Development Vision 2030 document as it will contribute to implementing the law and vision document‘s targets.
Following the above presented information UNEP-DTU Partnership is advertising consultancy to identify a Consultant to develop an Environmental Safeguards Assessment, necessary for the GCF Funding Proposal preparation in the area of low-carbon district heating systems in Mongolia.

Objective
- Objective for the Consultant of the Environmental Safeguards Assessment:
To be able to seek GCF board approval of a GCF financial support to a Low-Carbon District Heating Systems in Mongolia project. The objective requires from the Consultant to provide a solid well-consolidated and well consulted full-fledged Environmental Safeguards Assessment, prepared in line with GCF requirements for Funding Proposal.

Qualifications
- Interested individuals must have prior experience developing, reviewing and/or evaluating Environmental Safeguards for the GCF Full Funding Proposals. The list of performed activities and developed Environmental Safeguards Assessments for the GCF Funding Proposals should be presented. Experience with the supervision and oversight of project/programme implementation is desirable.
- Applicants must also demonstrate recognized technical capacity and expertise, supported by at least 7 years of relevant professional experience preferably in an international environment, in Environmental Safeguards for the GCF Full Funding Proposals area.
- Familiarity with United Nations Framework Convention on Climate Change, the Intergovernmental Panel on Climate Change, and other relevant processes is desirable.
- The experience and good understanding of Mongolia’s heating and renewable energy sector is a plus.
- The working language is English. Fluency in another language, particularly an official language of the United Nations, is a plus. The understanding of Mongolian language is a plus.
Working Arrangement
The Consultancy contract will be signed directly with the UNEP DTU Partnership (UDP). The Consultant will be expected to work either on-site or remotely. The tasks will be performed at the consultant’s premises.
Language
All working papers, draft reports and Final Report should be prepared and submitted in English Language.
Selection Process and Selection Criteria
The selection process will be carried out by UDP. The selection will be based on criteria such as relevant qualifications, experiences, skills, contributions on climate change adaptation, national and international development objectives and sector policies, and understanding of the methodological approach to the assignment. Lastly, the consultant needs to have a good understanding of the local context and well-established networks in the country.
Duration of the Work
Contract will be signed as soon as possible after the selection procedure and the Consultancy work should start as soon as possible. Required date for full delivery of services is 25 November 2019.
