The UNEP DTU Partnership is searching for a consultant or organization to provide technical assistance to the Government of Chile as part of the NDC Partnership’s Climate Action Enhancement Package (CAEP).
On 9 April 2020, Chile has updated its national determined contribution (NDC) to the UNFCCC, following submission of its first NDC in 2015. In the updated NDC Chile commits to increase the ambition to reach the Paris Agreement goal towards carbon neutrality in 2050. In particular, Chile commits to a carbon budget not exceeding 1,100 MtCO2eq between 2020 and 2030, with a GHG emissions maximum (peak) by 2025, and a GHG emissions level of 95 MtCO2eq by 2030. Moreover, as second contribution to mitigation, the update NDC establish to reduce the total black carbon emissions by at least 25% of 2016 levels by 2030, primarily through national policies focused on air quality.

Objectives:
Through the CAEP, UNEP DTU Partnership is supporting the Ministry of Environment government of Chile to track progress towards the greenhouse gas (GHG) emissions reduction targets established in its updated NDC.
This project will establish the tools and procedures for carbon budget calculation, and long-term planning on the basis of these. This will be done in consultation with the relevant actors, public, private and civil society actors. This process will build the capacity of these actors, and the knowledge products (tools, methods and procedures) generated will be integrated into Chile’s procedures. These activities are key part of the implementation, updating and tracking of the Chile´s NDC.
The focus of this project is to support the sectorial carbon budget allocation process to 2030 and its incorporation in the design process of the Chile’s Long-Term Climate Strategy. Moreover, it will propose a methodology of the carbon budget allocation for the future update process of the climate goals.
Required qualifications and profile:
Interested Consultants must provide specific information which demonstrates that they are fully qualified to perform the services (description of similar assignments, experience in similar conditions, availability of appropriate skills among staff, etc).
A successful consultant should demonstrate:
- Wide knowledge and experience in a Carbon Budget allocation process, specifically in the UK Carbon Budget methodology.
- Experience in NDC determination processes and analytical tools to calculate GHG emission pathways.
- Experience and strong capabilities in economic analysis.
- Expertise in successfully engaging key government ministries and other relevant stakeholders;
- Proficiency in writing and speaking Spanish and English.
Duration:
The contract period is expected to last maximum 8 months from the day the contract is signed.
