Georgia: Climate Change Mitigation Expert (Agriculture)

UNEP Copenhagen Climate Centre is supporting the Ministry of Environmental Protection and Agriculture of Georgia in the development of Sector-specific baseline emission factors (Output 1), Marginal Abatement Cost Curves (MACCs) (Output 2), Development of Climate project pipeline (Output 3), Technology needs and availability assessment (Output 4) and Stakeholder Engagement (Output 5).

Georgia conducted its first Technology Needs Assessment (TNA), in 2012, and recently finalised an updated GCF funded TNA through the CTCN where twelve technologies in four sectors (Energy Generation and Supply, Transport, Buildings, and Agriculture) were prioritised. However, an assessment of barriers and gaps, in terms of market penetration, policy/regulatory support, and institutional capacity is needed to determine measures for supporting the uptake of specific high impact technologies.

The consultancy services under this contract will feed into the overall work to support Georgia in addressing these gaps specifically in the areas of technology assessment and policy recommendations. The outputs of the consultancy will strengthen Georgia’s capacity to implement NDC 3.0, mobilize climate finance, and enhance readiness for Article 6 cooperative approaches.

The Local Climate Change Mitigation Agriculture Expert will gather data and engage with local stakeholders supporting UNEP CCC staff with activities under Output 4 Technology needs and availability assessment and Output 5 Stakeholder Engagement.

Activity 4.1: Conduct technology gap analysis in priority sectors.

Activity 4.2: Engage industry stakeholders, suppliers, and financiers to assess adoption capacity.

Activity 5.1 Map stakeholders and organize consultations/workshops for validation and awareness.

Activity 5.3 Facilitate inclusive dialogue with government, private sector, civil society, and partners.

On this background, the main objectives of the current assignment are:

  • Conduct a detailed and consultative Barrier and Enabling Framework analysis of two selected technologies in the Agriculture sector to identify barriers hindering its acquisition, deployment, and diffusion and to identify measures to overcome them while meeting Georgia’s national sustainable development goals and priorities.
  • To develop, in consultation with key national stakeholders, Technology Action Plans specifying activities and enabling frameworks to overcome the barriers and facilitate the transfer, adoption and diffusion of selected technologies (2 technologies in the Agriculture sector) and develop one policy brief per technology summarizing the policy relevant actions within the Technology Action Plans.

The local consultant will benefit from her/his extensive local network in functioning as a liaison between the public sector in Georgia and the UNEP project team. Moreover, she/he will reach out the public stakeholders to engage them productively on this project. As part of the data-collection process, the consultant will also liaise with sector-specific government agencies, which may include conducting in-person meetings as needed to ensure completeness and accuracy of information.
