Georgia: Climate Change Mitigation and Emissions Analysis Consultant

The UNEP Copenhagen Climate Centre is supporting the Ministry of Environmental Protection and Agriculture of Georgia (MEPA) in developing sector‑specific baseline emission factors (Output 1), Marginal Abatement Cost Curves (MACCs) (Output 2), a climate project pipeline (Output 3), and a technology needs and availability assessment (Output 4). The project additionally covers stakeholder engagement (Output 5) and final reporting and dissemination activities (Output 6).

To deliver Outputs 1, 2, 3, and 6, support from a local Climate Change Mitigation and Emissions Analysis Consultant is required. Working under the direct supervision of the UNEP Project Manager, the consultant will assist the UNEP team in data collection, stakeholder engagement, technical inputs, and logistical support required for the development of baseline emission factors, MACCs, the climate project pipeline, and final dissemination activities.

The local consultant will be responsible for collecting data, engaging with national stakeholders, and organizing workshops and meetings to support UNEP‑CCC across Outputs 1, 2, 3, and 6. This includes liaising with sector‑specific government agencies to ensure the completeness and accuracy of information, as well as reaching out to public stakeholders to encourage their productive participation in the project. The consultant will remain available to validate collected data during workshops and serve as the main in‑country contact point for coordinating all engagement activities.

The consultant´s tasks will include contributing to the data collection for the development of sector‑specific baseline emission factors, for the creation of Marginal Abatement Cost Curves (MACCs), and for the preparation of a climate project pipeline aligned with national priorities. The consultant will also support the identification of sector‑level mitigation options and help validate these options with stakeholders through targeted consultations, ensuring their practical feasibility and alignment with national priorities.

The consultant will help identify relevant stakeholders for each output through a mapping process conducted with UNEP and MEPA.

The role also involves logistical and communication support—such as organizing meetings and facilitating exchanges. Under Output 6, the consultant will assist in producing awareness materials and organizing the final dissemination workshop.
