The UNEP Copenhagen Climate Centre (UNEP-CCC), through the NDC Act & Invest Initiative, is supporting Liberia to translate its updated Nationally Determined Contribution (NDC 3.0) into actionable and financeable climate priorities.
UNEP-CCC is seeking an experienced gender specialist to ensure that gender equality and social inclusion are systematically integrated into Liberia’s revised NDC Implementation Plan and Updated NDC Investment Plan.
The expert will provide gender analysis and technical advice, develop gender-responsive measures and indicators, support inclusive stakeholder engagement, and ensure that gender considerations are reflected in climate investment priorities and financing opportunities.
Key responsibilities
The expert will:
- Conduct a gender analysis of Liberia’s NDC 3.0 and identify gender-related priorities and entry points across sectors.
- Develop a project gender strategy, including gender-responsive actions, indicators and a monitoring approach.
- Integrate gender considerations into the NDC Implementation Plan, including sex-disaggregated indicators and gender-responsive actions.
- Support outreach and engagement with women’s organisations, youth groups, marginalised communities and other relevant stakeholders.
- Ensure gender considerations are reflected in consultations and validation workshops and support tracking of participation.
- Apply a gender lens to the NDC Investment Plan, including climate finance needs, financing criteria and investment opportunities.
- Provide gender inputs to the development of 10 priority climate investment project concepts, including opportunities that specifically support women’s empowerment.
- Provide gender mainstreaming training and guidance to government counterparts and the project team.
- Document progress and lessons learned on gender mainstreaming throughout the project.
Qualifications and experience
The expert should have:
- A master’s degree in gender studies, sociology, development studies, social sciences or a related field.
- At least 9 years of experience working on gender equality and social safeguards in climate or development projects.
- Demonstrated experience mainstreaming gender into policy and investment planning, including gender-responsive measures, criteria and indicators.
- Experience engaging women’s organisations, civil society and other marginalised groups and integrating their inputs into policy and planning processes.
- Familiarity with international gender frameworks and Liberia’s national gender policies and frameworks.
- Experience developing and tracking gender-responsive indicators and sex-disaggregated data.
- Strong analytical, writing, facilitation and training skills.
- Experience working in Liberia is highly desirable.
