The UNEP Copenhagen Climate Centre (UNEP-CCC), through the NDC Act & Invest Initiative, is supporting Liberia to translate its updated Nationally Determined Contribution (NDC 3.0) into actionable and financeable climate priorities.
UNEP-CCC is seeking an experienced expert to provide technical, data and coordination support for the development of Liberia’s revised NDC Implementation Plan and Updated NDC Investment Plan.
The expert will help build the evidence base for both plans, including mapping ongoing and planned NDC support, validating climate finance and sectoral data, documenting stakeholder consultations and validation workshops, and supporting the integration of stakeholder feedback into the final deliverables.
Key responsibilities
The expert will:
- Compile and validate data and evidence supporting Liberia’s NDC Implementation and Investment Plans.
- Develop and maintain a source-referenced mapping of NDC support initiatives by sector, financing source, implementing organization and status.
- Support data collection and validation for the prioritization of NDC measures and sector tracking tools.
- Collect and validate information on climate finance, investment needs, existing financing strategies and relevant institutional arrangements.
- Support consultations with government institutions, development partners, financial actors and other stakeholders, and prepare structured documentation of the consultations.
- Document national validation workshops and stakeholder feedback, including response-to-comments and revision matrices.
- Support the quality assurance and upload of the endorsed Implementation Plan to the NDC Partnership online platform.
- Support the preparation and finalization of technical materials and submission packages for both plans.
Qualifications and experience
The expert should have:
- An advanced university degree, preferably a master’s, in environmental science, climate change, development studies, statistics, public policy, finance or a related field.
- At least 9 years of professional experience advising government institutions and development partners in Liberia on climate change, environment or sustainable development.
- Demonstrated experience in data collection, validation and management, including structured datasets and rigorous source referencing.
- Experience supporting multi-stakeholder consultations and producing high-quality technical documentation and analytical reports.
- Knowledge of climate change, NDC implementation and climate finance, with an understanding of Liberia’s relevant institutional landscape.
- Familiarity with UN, NDC Partnership or donor-funded technical assistance in Liberia is an advantage.
- Excellent analytical, organizational, writing and communication skills.
