The UNEP Copenhagen Climate Centre (UNEP-CCC), through the NDC Act & Invest Initiative, is supporting Liberia to translate its updated Nationally Determined Contribution (NDC 3.0) into actionable and financeable climate priorities.
UNEP-CCC is seeking an experienced consultant to support the Government of Liberia in developing two key deliverables:
- a Revised NDC Implementation Plan, including sector-specific tracking tools, institutional arrangements and a results-based monitoring framework; and
- an Updated NDC Investment Plan, including a climate finance matrix, financing strategy, resource mobilisation guidelines and a pipeline of 10 bankable climate project concepts.
The consultant will work closely with Liberia’s Environmental Protection Agency (EPA), the Ministry of Finance and Development Planning, relevant line ministries and the NDC Partnership.
Key responsibilities
The consultant will:
- Review Liberia’s NDC 3.0 and existing implementation and investment plans and identify priority actions for implementation.
- Develop a revised NDC Implementation Plan, including sectoral priorities, targets, institutional arrangements, capacity-building needs and monitoring indicators.
- Develop sector-specific NDC tracking tools aligned with national monitoring systems and the Enhanced Transparency Framework, and support government counterparts in their use.
- Assess climate finance needs, existing and potential financing sources, and barriers to accessing climate finance.
- Develop a financing strategy and practical resource mobilisation guidelines, including options for public, private, concessional and blended finance.
- Identify and develop 10 high-potential, bankable project concepts across NDC sectors.
- Facilitate consultations and validation with government institutions, development partners and other stakeholders.
- Finalise both plans and support their government endorsement and handover.
Qualifications and experience
The consultant should have:
- An advanced degree (master’s or higher) in climate change, environmental science, economics, development studies, engineering or a related field.
- At least 12 years of professional experience in climate change policy, NDCs and sustainable development.
- Demonstrated experience in NDC implementation planning, monitoring and/or related climate policy frameworks.
- Strong expertise in climate finance, investment planning and development of bankable projects, including experience with international climate funds such as the GCF, GEF or Adaptation Fund.
- Strong understanding of the Paris Agreement, Enhanced Transparency Framework and UNFCCC reporting requirements.
- Experience working with governments, development partners and multi-stakeholder processes, preferably in Liberia or a comparable context.
- Excellent analytical, writing, facilitation and communication skills.
