Technical Officer – Climate Change Mitigation and Transparency

UNEP DTU Partnership (UDP) is a leading international research and advisory institution on energy, climate and sustainable development. It is an independent organization within the DTU Management Department at the Technical University of Denmark (DTU). As a collaborating centre of the UN Environment Programme (UNEP), UDP works with a wide range of international institutions, national governments and research organizations to assist developing countries in their efforts to move toward low carbon, climate resilient and sustainable development. UDP has a staff of approximately 70 professionals from over 20 countries and currently implements project activities in more than 60 countries.

The Mitigation Analysis and Data Management Section (MA&DM) is one of five sections at UDP. MA&DM supports countries in identifying and implementing cost-effective mitigation policies and actions in different sectors, as well as strengthening countries´ capacities to use tools and establish national frameworks to monitor and assess climate actions in the context of their NDCs and report on their progress.

Currently, MA&DM seeks to recruit a technical officer in Climate Change mitigation and transparency. The successful candidate will be part of the team supporting NDC development, implementation and tracking in developing countries, as well as identification of mitigation actions and estimation of GHG emissions in particular in the sectors of energy and industrial processes. The work encompasses capacity building activities, analytical support and technical assistance combined with project management and implementation. The candidate will also strengthen the visibility of the section’s mitigation work in international fora and contribute to applied research products and publications.

Key tasks and responsibilities

The main responsibility of the candidate will be to provide research-based advice on monitoring, evaluation, reporting and verification on the implementation and effects of relevant policies and actions, as well as on the identification and analysis of mitigation policies and actions at global, national and sub-national levels.

S/he is expected to work independently on a diverse portfolio of activities, including project management and coordination, partnership development, quantitative and qualitative analysis, as well as contributing to fundraising and proposal development in collaboration with other staff.

Specific areas of work for the candidate will include:

  • Development and quantitative assessment of national climate policies and measures for establishing national mitigation frameworks. This can include – but will not be limited to – impact analysis of national policies and use of quantitative assessment tools to track the implementation of mitigation policies and actions at national and subnational level.
  • Guidance and advice on the development of systems and procedures for improved climate action transparency under the Enhanced Transparency Framework of the Paris Agreement, including the establishment of Monitoring, Reporting and Verification frameworks for mitigation, as well as the development and integration of indicators for tracking mitigation and co-benefits impacts.
  • Quantitative assessment of the mitigation impacts and opportunities of energy systems and industrial processes as drivers for mitigation action. This can include – but will not be limited to – use of modelling tools and evaluation frameworks for the assessment of GHG emissions as proposed by the IPCC, and analysis of carbon emissions allocation schemes and targets.
  • Assessment and evaluation of climate mitigation governance at different levels, from supranational, to subnational, including its transformational change dimension.

As part of the project management and coordination tasks, the candidate will be responsible for the allocation of budget resources within the assigned projects and for regularly monitoring and assessing performance against Key Performance Indicators and project milestones.

In addition, it is expected that the candidate represents UDP at international fora providing policy advice and participate in capacity building activities. S/he will significantly contribute to or lead research, resulting in both peer-reviewed publications and corporate/institutional reports, perspectives and policy briefings.

Academic qualifications

Applicants must have a PhD degree (or equivalent) related to climate change mitigation and/or co-benefits of mitigation, coupled with work experience in a topic that is directly relevant to the work of the MA&DM section. The successful candidate must have at least 15 years of relevant experience upon completion of his/her PhD. The candidate will be subject to an independent assessment of work experience and publications, including both peer-reviewed papers (in indexed scientific journals and as think pieces or other types of stand-alone publications), and technical documents.

Additional technical qualifications for the position are:

  • Knowledge of international climate governance.
  • Knowledge of low carbon transition pathways, in particular for energy system transition scenarios, including their social and environmental value.
  • Knowledge of structured communication techniques such as Delphi method.
  • Knowledge of qualitative research methods such as Semi-structured interviews.
  • Knowledge of mitigation software tools, such as LEAP or GACMO.
  • Application of methodological frameworks for tracking climate policies and actions at different levels: international, national, sub-national.

Other qualifications also include: 

  • Relevant experience at country level in the development and assessment of climate policy;
  • Relevant experience with the development of GHG inventories, including the use of IPCC methodologies or similar methodologies;
  • Practical experience in regards to the UNFCCC transparency agenda and processes;
  • Experience in project management and coordination (in particular Capacity-building Initiative for Transparency -CBIT- or other transparency projects);
  • Relevant experience working in a developing country context;
  • Ability and knowledge to lead research and understand research work;
  • Demonstrated excellent writing, communication and presentation skills;
  • Integrity, strong interpersonal skills and the ability to create trustful relationships both externally and internally;
  • Idea richness and creativity, ability to tackle new challenges and inspire colleagues;
  • A high degree of professionalism, judgment power and political instinct;
  • Working language at UDP is English. Therefore, fluency in English is required, with an emphasis on strong writing skills. Fluency in Spanish and/or French is an asset.

Terms of employment

UDP is part of the Department of Management at the Technical University of Denmark and employees are university staff. The successful candidate will be employed in a full-time position for a period of 3 years, according to the agreement with the Danish Confederation of Professional Associations (AC).
