Zambia: NDC Finance Consultant

In 2025, Zambia submitted its NDC 3.0 reflecting the country’s ambition on climate change mitigation and adaptation.

UNEP Copenhagen Climate Centre is supporting the Ministry of Green Economy and Environment in Zambia to update its NDC Implementation Framework, produce an NDC Investment Framework, and build capacity for the implementation of the country’s NDC.

Under the direct supervision of the Project Manager, the NDC Finance Consultant will support the UNEP team as a finance export supporting the resource mobilization for Zambia’s NDC 3.0.
This will require the consultant to draft project proposals for different funding sources and help submit them on behalf of Zambian organizations. In addition, they will be expected to provide technical inputs into the NDC Investment Plan.

Under the direct supervision of the UNEP Project Manager, the NDC Finance Consultant will support four of the project’s six outputs.

The consultant will support the following work programme led by a UNEP team:

  • Output 2. NDC Investment Plan development: The NDC Finance Consultant will be expected to provide technical inputs and undertake a review of a draft of the NDC investment plan.
  • Output 3. Capacity Building: UNEP, through this project, will support the building of local capacity to implement and deliver on the enhanced NDC 3.0. This will require the involvement of NDC Finance consultant to prepare with UNEP climate finance trainings and workshops
  • Output 4. Better stakeholder awareness on the NDC 3.0 implementation framework & NDC Investment Plan: The NDC Finance Consultant will present the NDC Investment Plan at a launch and support UNEP with this event and other efforts to raise awareness.
  • Output 5. Enhanced innovative domestic and international resource mobilization: The consultant will help UNEP organize a donor conference to mobilize resources for NDC investment projects

The NDC Finance Consultant will also help formulate investment projects for climate change mitigation and adaptation.

Qualifications

  • A Master’s Degree (with seven years of related work experience) or Bachelors degree (with 9 years of relevant work experience), in environmental engineering, finance, economics, development studies, business, management, administration or another relevant field is required.
  • Have practical experience of more than 10 years on climate change issues, including on climate fund proposal development
  • Experience with the formulation and development of climate fund proposals in Zambia
  • Demonstrated experience working with private sector businesses, governments, or development finance institutions on climate fund proposals is required.
  • Experience with submissions to the Green Climate Fund, Adaptation Fund, or another climate fund is required. Track record of successful proposals is desired.
  • Relevant experience in consulting work. Concrete experience in Zambia on climate change topics with public institutions – either as an employee or as a consultant or partner – is required
  • Experience in organizing workshops and/or similar events is an asset.
  • Experience assessing a country’s debt situation as well as its fiscal and monetary policy framework in light of its climate ambitions
  • Experience in either developing project proposal for sustainable tourism or in sustainable tourism policy would be desirable
