Andrea Heins

Senior Advisor – Energy Efficiency

Andrea has over 25 years of experience in energy efficiency. In recent years, she has worked as a consultant on energy efficiency and sustainable development for international organizations such as the World Bank, IADB, and C40, as well as for global companies. Her work has spanned various countries in the Latin America and Caribbean (LAC) and Middle East and North Africa (MENA) regions. Andrea has led and participated in numerous projects focusing on public policy development and advice, energy efficiency in buildings and industrial sectors, and the implementation of Energy Management Systems.

From November 2019 to April 2024, Andrea served as the chair of the Argentinian Committee of the World Energy Council (WEC).

She is also the former Undersecretary of Energy Efficiency and Savings at the Argentinian Ministry of Energy and Mining (2015-2018). In this role, she was the Ministry’s focal point in the National Cabinet of Climate Change, where she led the development of the first National Plan of Energy and Climate Change. Additionally, Andrea was the vice-chair of the Energy Transitions Working Group under G20 Argentina’s Presidency, co-leading the G20 Energy Ministers’ Communiqué discussions, and co-chaired the Executive Committee of the International Partnership on Energy Efficiency Cooperation (IPEEC).

Earlier in her career, Andrea worked as a consultant in the industrial sector and with YPF S.A., a major Argentinian oil and gas company.

She is also an educator, teaching energy efficiency in the master’s program in Sustainable Energy Development at the Instituto Tecnológico de Buenos Aires (ITBA) and other postgraduate courses.

Andrea holds a Chemical Engineering degree and a postgraduate degree in petroleum from the University of Buenos Aires.

She is dedicated to creating a positive impact on both people and the planet, firmly believing that energy efficiency is key to achieving this goal.
