The project supports enhancing the technical and institutional capacities of Moldovan key national public institutions for mainstreaming climate change into sectoral strategies, policies, and plans, and for mobilizing resources to achieve both its updated NDC and long-term LEDS (Low Emission Development Strategy) goals.
Moldova has recently updated its NDC and is aligning it with its National Energy and Climate Plan (NECP), creating an urgent need to build capacity across ministries such as Environment, Energy, Infrastructure, and Agriculture.
This support will directly contribute to its implementation by enabling relevant institutions to better assess mitigation options, design effective policies and measures (PaMs), and monitor progress against targets. Strengthened technical capacity will facilitate more accurate emissions modelling and scenario analysis, while institutional coordination will be improved through the development of an NDC Implementation Plan and a Climate Finance Strategy. Furthermore, embedding sectoral advisors and delivering targeted trainings will ensure long-term institutional readiness and ownership of climate action.
The project will produce three main outputs:
- Capacity Needs Assessment to establish a baseline understanding of institutional readiness, technical gaps, and capacity bottlenecks that must be addressed.
- Development and delivery of of tailored training programmes or curricula on mainstreaming climate change at both national and sub-national levels.
- Hiring and mobilization of sectoral advisors with expertise on GHG modelling, climate scenario development or risk assessment embedded in relevant national government agencies.
This work is funded by the NDC Partnership Action Fund, a funding mechanism for countries to have greater access to technical and financial resources to respond to climate action needs.
Since 2023, UNEP and the UNEP Copenhagen Climate Centre have supported developing countries in fast-tracking their NDC implementation and bridging gaps in support with funding from the NDC Partnership Action Fund.
