Mali – Study of an environmental taxation system

In response to the Government of Mali’s national priority to enhance environmental governance and promote sustainable development, the below output and activities were submitted by the Government of Mali to NDC Partnership to develop a framework and identify options for the effective implementation of environmental taxation in the country.

 Output: Framework and options for the implementation of environmental taxation in Mali

  • Activity 1.1: Review existing environmental taxation policies and practices in Mali, identify gaps and opportunities, and engage stakeholders to gather insights and recommendations.
  • Activity 1.2: Research international best practices, draft a comprehensive framework tailored to Mali’s context, and validate the framework through stakeholder consultations and feedback.
  • Activity 1.3: Identify potential options, implementation strategies and mechanisms, assess the feasibility and impact of each option, and present the options to policymakers and stakeholders for decision-making.

Expected results / impact

  • A validated national framework for environmental taxation aligned with Mali’s climate and development priorities
  • Identification of feasible and impactful taxation instruments (e.g. carbon pricing, sectoral levies, green incentives)
  • Strengthened institutional capacity for designing and implementing environmental fiscal policies
  • Enhanced alignment of fiscal policy with NDC targets and sustainable development objectives
  • Contribution to climate finance mobilization and green investment planning

 

This work is funded by the NDC Partnership Action Fund, a funding mechanism for countries to have greater access to technical and financial resources to respond to climate action needs.  

Since 2023, UNEP and the UNEP Copenhagen Climate Centre have supported developing countries in fast-tracking their NDC implementation and bridging gaps in support with funding from the NDC Partnership Action Fund.
