Strengthening Climate Finance Capacities in Tunisia

Strengthening climate finance capacities of Tunisian sectoral ministries and supporting the establishment of a sectoral project portfolio by improving existing project proposals

Tunisia advanced the development of its next Nationally Determined Contribution (NDC 3.0), with a strong focus on translating enhanced climate ambition into concrete, investment-ready actions. UNEP Copenhagen Climate Centre supported Tunisian sectoral ministries in strengthening climate finance capacities and developing project proposals aligned with the targets of the NDC.

The project addressed key barriers to NDC implementation, including limited institutional capacity for climate project preparation linked to the need to mobilise international climate finance at scale. Through targeted capacity building and technical support, stakeholders across sectors—particularly energy efficiency and water management—enhanced their ability to design robust, financially viable project proposals and align them with the requirements of climate finance providers.

By improving and refining existing project proposals through close collaboration with national stakeholders, the project contributed to the development of a portfolio of priority investments that will support the achievement of Tunisia’s NDC targets. These proposals address both mitigation and adaptation priorities, including decarbonisation of energy-intensive systems, strengthening water security, enhancing climate resilience in agriculture, and promoting circular economy solutions.

The project therefore supported the positioning of NDC 3.0 not only as a climate commitment, but as a strategic framework to guide investments, mobilize climate finance, and accelerate the implementation of climate action in Tunisia.

 

This work is funded by the NDC Partnership Action Fund, a funding mechanism for countries to have greater access to technical and financial resources to respond to climate action needs.  

Since 2023, UNEP and the UNEP Copenhagen Climate Centre have supported developing countries in fast-tracking their NDC implementation and bridging gaps in support with funding from the NDC Partnership Action Fund.
