Liberia is advancing the implementation of its Third Nationally Determined Contribution (NDC 3.0), with a strong focus on translating enhanced climate ambition into concrete, investment-ready actions. UNEP Copenhagen Climate Centre is supporting Liberia’s Environmental Protection Agency (EPA) and sectoral stakeholders to revise the NDC Implementation Plan and develop a robust NDC Investment Plan, aligned with the targets of NDC 3.0.
The project addresses key barriers to NDC implementation identified in the NDC 3.0 stocktake, including limited technical capacity, weak data systems, coordination challenges across institutions, and gaps in costing and pipeline development needed to mobilise climate finance at scale. Through targeted technical support and capacity building, stakeholders across priority sectors particularly agriculture, coastal zones, energy, water and sanitation, and forestry are strengthening their ability to plan, track, and finance the actions required to deliver NDC 3.0 commitments.
By updating sectoral targets, policy measures and key activities together with timelines, enabling elements, capacity-building needs and key performance indicators and by developing a comprehensive Investment Plan that outlines financing needs, suitable instruments and institutional pathways, the project is contributing to a portfolio of priority investments that will support the achievement of Liberia’s NDC targets. These priorities address both mitigation and adaptation, including expanding clean and efficient energy systems, strengthening climate resilience in agriculture, protecting vulnerable coastal areas, securing freshwater ecosystems and WASH services, and integrating cross-cutting Gender, Youth and Social Inclusion (GYSI) considerations.
The project therefore supports the positioning of NDC 3.0 not only as a climate commitment, but as a strategic framework to guide investments, mobilize climate finance, and accelerate the implementation of climate action in Liberia. Building on the foundations of the GEF-funded Technology Needs Assessment (TNA) led by UNEP Copenhagen Climate Centre in 2022 and aligned with UNDP’s ongoing work on the NDC 2.0 stocktake and NDC 3.0 development, the project is integrated into national efforts through a whole-of-government and whole-of-society approach, with strong emphasis on national ownership, capacity building, and inclusive engagement.
This work is funded by the NDC Partnership Action Fund, a funding mechanism for countries to have greater access to technical and financial resources to respond to climate action needs.
Since 2023, UNEP and the UNEP Copenhagen Climate Centre have supported developing countries in fast-tracking their NDC implementation and bridging gaps in support with funding from the NDC Partnership Action Fund.
