Negotiations related to loss and damage during COP27 focused on four topics: dedicated finance for loss and damage, operational details for the Santiago Network, governance arrangements for the Warsaw International Mechanism, and inclusion of loss and damage in the ‘global stocktake’.
This publication outlines the agreements reached during COP27 on these four issues. The description is based on the text of the various decision drafts, accessed from the UNFCCC website in the week of 21st November 2021. Further, the description draws on both informal exchanges in which the authors were involved, and the exchanges between negotiators during COP27.
