Pakistan is currently developing its Nationally Determined Contributions (NDC) 3.0 under the Paris Agreement. UNEP Copenhagen Climate Centre is joining the efforts in advancing Pakistan’s climate commitments by supporting the development of the “Carbon Markets” section in the NDC.
This effort is part of the broader UNDP-led Climate Promise II initiative, which supports Pakistan’s Ministry of Climate Change and Environmental Coordination (MoCC&EC).
High-integrity carbon markets
UNEP Copenhagen Climate Centre is leveraging its expertise in carbon markets to guide this work, alongside other key contributions from UNDP and UNICEF, ensuring a unified UN approach to helping Pakistan achieve its climate commitments.
UNEP Copenhagen Climate Centre’s work in Pakistan is building on the Centre’s expertise and experience from global carbon market projects like Supporting Preparedness for Article 6 Cooperation (SPAR6C) and Integrated Assessment for Article 6 (IAA6), both of which focus on enhancing the role of high-integrity carbon markets under Article 6 of the Paris Agreement in accelerating climate action.
Aligning carbon markets with emissions reductions and SDGs
Under SPAR6C, UNEP Copenhagen Climate Centre has been instrumental in aiding Pakistan’s development of its Carbon Market Policy Guidelines, which were launched at COP29 in Baku. These guidelines are designed to provide a transparent regulatory framework that adheres to international standards while fostering investments in emissions reduction and climate resilience.
The IAA6 project complements this work by equipping countries with the tools to assess the feasibility and benefits of carbon market participation. This initiative focuses on ensuring fairness, high-integrity, and alignment with sustainable development goals, providing countries with the capacity to build transparent carbon market strategies that respond to local and international needs.
Collaborative UN support
The collaborative nature of UN support to Pakistan’s NDC 3.0 update showcases the strength of interagency partnerships. Led by UNDP, with active contributions from UNEP Copenhagen Climate Centre and UNICEF, this effort ensures that the NDC not only addresses mitigation and adaptation but also integrates critical elements of climate finance, capacity building, and sustainable development.
