UNEP DTU Partnership (UDP) is seeking to hire a consultant to provide technical support for the development of national risk/vulnerability index and climate risk/vulnerability assessment for Uganda under a project led by UDP.

Nature of assignment
The Consultant will work closely with UDP and the Ministry of Water and Environment, Climate Change Department, Uganda to deliver the following outputs:
- Report on climate risk/vulnerability indicators and index development in Uganda (November)
- Report on national climate risk/vulnerability assessment in Uganda (January)
- Report on national adaptation options and recommendations (January)
- Capacity building training (tracking national climate vulnerabilities, adaptation efforts and application of a newly developed digital risk map) materials, workshops and reports (February)
Duration of the assignment
Activities will start as soon as possible and finalize no later than the end of February 2022. It expects to have 60 working days. This is a home-based task.
Budget
Up to USD 40,000 (upon availability of funds)
Qualifications of consultant
Education:
- Advanced university degree (Master degree or equivalent) in Environmental Sciences, Agriculture, Environment and Natural Resources, Geography, Climate Sciences (Climate Change, Meteorology and Climatology), Economics or any other allied field.
Work experience:
- A minimum of 5 years’ relevant work experience in climate change risk/vulnerability assessment and management and familiarity with the IPCC conceptual framework of vulnerability.
- Proven experience with developing or implementing climate risk/vulnerability index development and assessment, in one or more of the following sectors: agriculture, water and environment, health, energy and infrastructure (transport and works).
- Proven experience in vulnerability and adaptation needs assessments at the community and national level is a plus.
- Familiarity with, and up-to-date knowledge on, various international efforts in climate risk/vulnerability and adaptation to climate change and climate variability.
- Knowledge in GIS tool and application.
- Proven experience in conducting research.
- Experience in monitoring and evaluation of climate change related projects is a plus.
Language:
- Fluency in written and oral English is a requirement.
The consultant(s) can be hired representing a team of experts and/or in their individual capacity.
