UNEP Copenhagen Climate Centre is looking for a Transparency Advisor to analyze and identify the institutional arrangements for a national MRV system that facilitates effective and sustainable data sharing in Algeria.
The objectives of the ICAT project in Algeria are to improve the national MRV framework concerning methodological and institutional aspects, to strengthen the NDC tracking system, and to enhance the data aspects of the country’s NDC through the development of greenhouse gas projection tools, aligned with the national context. These objectives are supported by activities aimed at building the capacity of national stakeholders to consolidate these elements.
The consultant will undertake a part-time assignment to perform the following tasks and functional responsibilities to improve data for the GHG inventory:
a) Analyze the current state of methodologies, and the collection and management of GHG inventory data for each sector (Energy, IPPU, Waste, Agriculture, and Forestry), within the context of the new ETF transparency framework. This includes identifying obstacles, gaps and needs (such as data requirements, appropriate data sources, data providers, and data gaps) to enhance the inventory.
b) Summarize the methodological improvements (using IPCC methodologies as reference) and propose procedures and institutional arrangements for collecting and managing the necessary data for compiling the inventory (Energy, IPPU, Waste, Agriculture, and Forestry).
c) Collaborate with UNEP-CCC in the preparation and delivery of a capacity building programme for collecting and managing GHG inventory data under the new ETF transparency framework:
a. Training national experts on new requirements for inventory development, including 2006 IPCCC methodologies and the 2019 refinement.
b. Conducting training on reviewing data requirements in specific sectors (relevant within the national context) for national inventory development.
d) Develop Quality assurance/ Quality Control (QA/QC) plans per sector (Energy, IPPU, Waste, Agriculture, and Forestry) and for the national inventory to facilitate QA/QC activities on inventory data. Also, organizing a capacity-building workshop on QA/QC for GHG inventories.
In this context, the incumbent is responsible for the development of the following deliverables:
• D1: A comprehensive report analyzing the current situation, gaps, and needs regarding methodologies, institutional arrangements, and data collection for Algeria’s GHG inventory in each sector (Energy, IPPU, Waste, Agriculture, and Forestry).
• D2: Report containing a roadmap detailing the data collection process, recommendations for addressing data gaps, and institutional arrangements, etc.
• D3: Technical report of the training workshop, summarizing the delivery and outcomes of the training programme.
• D4: A Quality Assurance and Quality Control (QA/QC) plan for all categories for national inventories, including QA/QC templates.
