UNEP Copenhagen Climate Centre is looking for a Transparency Advisor to analyze and identify the institutional arrangements for a national MRV system that facilitates effective and sustainable data sharing in Algeria.
The objectives of the ICAT project in Algeria are to improve the national MRV framework concerning methodological and institutional aspects, to strengthen the NDC tracking system, and to enhance the data aspects of the country’s NDC through the development of greenhouse gas projection tools, aligned with the national context. These objectives are supported by activities aimed at building the capacity of national stakeholders to consolidate these elements.
In this context, the incumbent is responsible for the development of the following deliverables:
• D1: A concise scoping report on the current state of the MRV system in Algeria from an institutional arrangements perspective, identifying obstacles and gaps in establishing the system. The report should propose measures to overcome these obstacles and outline the work plan, including specific activities and timelines;
• D2: A working session with national experts and counterparts to develop the institutional arrangements;
• D3: A report mapping the gaps and obstacles in institutional arrangements, procedures, and legal arrangements for establishing a national MRV system and a first draft proposal for the institutional arrangements of a national MRV system that enables the collection of data related to mitigation, detailing the roles and responsibilities of the coordinating entity and various key ministries responsible for MRV;
• D4: A workshop with relevant stakeholders to discuss the proposed institutional system, gather input for the final proposal, and validate the proposed institutional arrangements and produce a workshop report;
• D5: A final document presenting the institutional arrangements for a national MRV system in Algeria to ensure effective and sustainable data sharing, including the roles and responsibilities of the coordinating entity and key ministries involved in MRV.
The consultant will collaborate with the ICAT focal point in the Ministry of Environment and Renewable Energies of the People’s Democratic Republic of Algeria, who will oversee the work and ensure compliance with the deliverable requirements.
