NDC PAF Chile – Adaptation Component

Technical support for the elaboration and implementation of the new Nationally Determined Contribution (NDC) to be submitted to the United Nations Framework Convention on Climate Change in 2025 - Adaptation Component

Chile, as a State Party to the United Nations Framework Convention on Climate Change (UNFCCC) and a signatory to the Paris Agreement, must implement the necessary actions to comply with the commitments made in its Nationally Determined Contributions, which includes updating these every 5 years, in the framework of the ambition cycle that encourages States to increase the climate ambition of their national commitments.  

Chile is preparing to compile its new NDC that will guide climate action for the 2025-2030 cycle, a process that is regulated by Law 21.455 on Climate Change, which establishes the procedure for their preparation, the minimum contents to be addressed and the responsible institutions. 

The Framework Law on Climate Change, Law No. 21,455, of 2022, positions adaptation as a central axis in the country’s development, including it in climate change management instruments, such as: the Long-Term Climate Strategy (LTCS); the Nationally Determined Contribution (NDC), the twelve sectoral adaptation plans for the sectors: biodiversity, water resources, infrastructure, health, mining, energy, forestry, agriculture and agriculture, fisheries and aquaculture, cities, tourism, coastal zone and transport. These twelve plans have the favourable pronouncement of the Council of Ministers, which are being reviewed by the Comptroller’s Office and are expected to be published in the Official Gazette during the second half of 2025. 

The Climate Change Division of the Ministry of Environment is in charge of coordinating the elaboration of new adaptation goals, which will seek to deepen the work in the establishment of indicators for the quantification of the progress in adaptation policies as well as to address the Losses and Damages from the perspective of the evaluation of the inaction in the face of the climate crisis.  

For that purpose, Chile requested support for 3 specific outputs in this request. Outputs 1 and 3 are already receiving support (from the Gov. of Chile and the World Wildlife Fund [WWF], respectively), however, Output 2 remains unsupported and will be the focus of this proposal. 

 This work is funded by the NDC Partnership Action Fund, a funding mechanism for countries to have greater access to technical and financial resources to respond to climate action needs.  

Since 2023, UNEP and the UNEP Copenhagen Climate Centre have supported developing countries in fast-tracking their NDC implementation and bridging gaps in support with funding from the NDC Partnership Action Fund.
