Webinar: Looking towards BTR2 and beyond: Improving adaptation reporting in the context of the Belém Adaptation Indicators and Global Stocktake

As at August 20, 137 Parties to the Paris Agreement have submitted their Biennial Transparency Reports (BTRs), marking an important step in the implementation of the Enhanced Transparency Framework. Many of these reports include dedicated chapters on adaptation, demonstrating the growing importance of reporting on efforts to reduce vulnerability and strengthen resilience to climate change. As countries complete their first reporting cycle, have turned their attention to the preparation of their second BTRs. This makes it an opportune moment to reflect on the strengths of the first reports, identify lessons learned, and consider where adaptation reporting can be further improved in terms of its completeness, clarity, and usefulness.

At the same time, the adoption of the UAE Framework for Global Climate Resilience (UAE FGCR) and the Belém Adaptation Indicators has strengthened the connection between BTR reporting and other key UNFCCC processes, including the global stocktake. These developments provide Parties with a clearer structure for organising and presenting information relevant to the global goal on adaptation within their BTRs. With these new indicators in places, Parties are now considering how they can align adaptation reporting in their future BTRs with the UAE FGCR and the Belém Adaptation Indicators.

Drawing upon new analysis by the Capacity-building Initiative for Transparency – Global Support Programme (CBIT-GSP) assessing alignment between adaptation reporting in the first BTRs and the Belém Adaptation Indicators, and recent complementary analyses by Food and Agriculture Organization of the United Nations (FAO), and Organisation for Economic Co-operation and Development (OECD), this webinar will reflect on the utility of adaptation reporting in the first BTRs. Furthermore, it will explore how, going forward, countries can (i) strengthen adaptation reporting and (ii) engage with, and contribute to the outcomes of related UNFCCC processes, including the Belém–Addis Vision on adaptation and second global stocktake.

This webinar is targeted towards civil servants involved in the preparation of their country’s BTR or wider national adaptation process, as well as researchers and practitioners working in the adaptation transparency space.

Agenda

The webinar will begin with three short technical presentations by FAO, UNEP Copenhagen Climate Centre, and OECD, sharing findings from their recent reports that analyse adaptation reporting within developing countries’ first BTRs and explore opportunities for countries to engage with the recently adopted UAE FGCR targets and Belém Adaptation Indicators. Following these scene-setting insights, the presenters will be joined in an interactive panel discussion by representatives from developing country governments who are currently leading the preparation of their next BTRs. The discussion will examine practical opportunities available to countries to enhance reporting practices and engage with ongoing UNFCCC processes, including the testing of the Belém Adaptation Indicators, the Belém–Addis Vision on adaptation, and the second global stocktake.
